Topic: Premium account hurts market

While my cost to send resources dropped by 50% like it's supposed to, the number of concurrent transactions allowed dropped by 1 in both my main and my outpost as soon as I upgraded to premium (i.e. I went from being able to have 3 outgoing transactions from my outpost to having 2 outgoing transactions from my outpost).  I think premium and regular accounts are reversed for outgoing transactions

You are correct! This has been fixed and everyone has one extra transaction now.
(So 2 + your level for non premium users, 3 + your level for premium users).
