Ask anyone who has an outpost with tons of runes and a main that has far fewer runes in it... rune banking is over-rated.  I am only aware of one incident in the history of the game where it was actually a case of cheating.  The rest of the time, it's just been very aggressive gameplay combined with increasing build times.

true, if you can't buy runes you need a good technique to save runes or you have to be lucky to win several runes in one attack, otherwise you just use all your runes before you can obtain new ones

That's the other part of the problem.  That mechanic has deincentivized rune purchases.  Why buy runes when it just means that someone bigger is going to take them?

i thought the problem was to solve the cheating and to stop some kind of weird behaviour we did have on speed.
What would happen in some clans is when somebody got attacked and would lose runes to the attacker they would selfimplode the village, send all the runes to a new account created by a friend and leave the attacker with nothing but losses.
That friend could also switch over the account so the original player had his runes back after all.

It's no problem to save up some runes, it's no problem to send runes to any other player.
What happened back then was a problem.
So what if we would use the rankings based on runes in posession?

Your village is 38100% bigger than the defending village. You will probably lose 90 honour by attacking this village. If someone of your clan attacked this village earlier, every clan member will lose honour.

Anyways, the reason why some people did see an advantage was that the attacker didn't gain any runes, i know some people went "runehunting" follow the runes whereever they were sent.
Sometimes the runes went from a top 5 player all the way down to a newly created account... and next there was hello resetting that account because it was a multi of the original sender.
(in that case the original sender was stupid to use 2 accounts and got caught, if he would have used his own account the runes would have been found, if he used a different mail adress and didn't log on on 2 accounts there was no problem)
